"Bank bailout may harm taxpayers, be open to fraud."

No, really? (Yes, I'm positively dripping with sarcasm.)

To the headline, I can only say, "Well, DUH!" WHY IS THIS NEWS? ISN'T IT OBVIOUS to anybody with more than two neurons?
