I'm not sure if this is a serious question. However, treating it as such, the modern Grand tours, perhaps driven by EU ideas, have commonly had stages outside of their country, the Giro sent into Austria this year. In the past the French tour started in the UK, had stages in Belgium and Germany and so on.

It's because of the tight cycling shorts. The leading cyclist got a little wozzy due to restricted circulation and took a wrong turn.
And you know how it is in Europe-just follow the leader without asking any questions.
BTW Robin, I think it's time to get rid of our tights.
